The real distinction
A rower is a skill. An air bike is not. That is the entire decision for most buyers. A rower done well is the more complete machine; a rower done badly is less effective than the air bike and carries a back-injury risk the air bike does not.
If you will spend twenty minutes learning the stroke — legs, then back, then arms, reversed on the recovery — and check your form occasionally, the rower is the better machine. If you will not, the air bike gives you most of the benefit and none of the risk.
Space is the other deciding factor
A rower needs nearly eight feet of floor in use but many store vertically. An air bike needs under five feet and never stores anywhere. In a room where the machine must stay set up, the air bike is more practical. In a room where it must disappear, the rower is.
